Code (YELLOW) signifying an Elevated Condition when there is significant risk of terrorist attacks, in addition to low and guarded protective measures, agencies should consider the additional agency-specific measures that they will develop and implement with:

• Increase in surveillance of critical locations.

• Coordinating emergency plans with nearby jurisdictions.

• Assessing whether the precise characteristics of the threat require further refinement of protective measures; and.

• Implementing, as appropriate, a contingency and emergency response plans.
