High risk of terrorist attacks, color coded (ORANGE).  In addition to low, guarded and elevated, this level would include coordinating:

• Coordinating necessary security efforts with armed forces or law enforcement agencies or any other appropriate armed forces organization.

• Additional precautions at public events and possibly considering alternative venues or even cancellation.

• Preparing to execute contingency plans, such as moving to an alternate site or dispersing their workforce.

• Restricting threatened facility access to essential personnel only.
