- Administration, regulation and enforcement. Interagency and intercommunity coordination, agency development, illicit discharge, regulatory compliance reporting.
- Public education and involvement. Publish and distribute materials, coordinate with and provide information to mass media and website, sponsor and support activities, administration and coordination of education activities.
- Financial. Billing, cooperative agreement, grant and loan solicitation, budgeting and accounting.
Level 2 Communities receive:
- All services provided to Level 1 Communities
- Data Collection and Management. Base mapping, property records, stream sampling, and habitat surveys
- Planning, design and construction of regional drainage systems. Planning (hydrologic, hydraulic studies, watershed quality studies, watershed planning), rain and flow monitoring and evaluation, capital projects.
- Operations and maintenance. O&M of regional facilities (streams, culverts, and bridges, storm sewers, inlets and catch basins, detention and infiltration facilities, employee training and instruction.
- Administration, regulation and enforcement. Watershed management and plan coordination, erosion and sediment control plan reviews, construction site reviews and acceptance surveys.
